In a statement, Greater Manchester Police said: "Neighbourhood officers have been on high visibility in the Hindley area today and have stopped a vehicle for driving whilst using a mobile phone device.
"This puts other road users and yourself at significant risk when driving a motor vehicle, which is why it is a criminal offence.
"The driver has been issued with a traffic ticket for the offence."
